Commissioner of public safety may enter agreements with Minnesota State Colleges and Universities and University of Minnesota Board of Regents to appoint temporary driver's license agents to assist with REAL ID Act compliance implementation.

Temporary agreements must include application and documentation assistance, background checks, hiring and training of temporary employees, facility use, equipment procurement, and fee collection, with one or more temporary offices established throughout the state.

Entities may retain filing fee revenue from temporary operations if expended only for direct administrative costs of driver's license agent functions.

Temporary driver's license agent authority expires June 30, 2019.

Commissioner must submit a report to legislative transportation policy and finance committees by October 1, 2019, detailing agreements and REAL ID Act implementation; appropriation from general fund is available for three years following fiscal year 2018.
