Appropriates $18,000,000 from bond proceeds to the commissioner of employment and economic development for a grant to Brooklyn Park to acquire land and construct a statewide Second Harvest Heartland charitable food warehouse, distribution, and office facility.

Funding is contingent on the city of Brooklyn Park securing an equal $18,000,000 in matching funds from nonstate sources, with expenditures by nonstate sources since June 1, 2016 counting toward the match requirement.

Authorizes the city to enter into lease or management agreements under Minnesota Statutes section 16A.695 for facility operation.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $18,000,000 to fund the appropriation, governed by Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution article XI, sections 4 to 7.

Effective the day following final enactment.
