Amends Minnesota Statutes section 609.52, subdivision 3, to restructure theft sentencing provisions based on property value and circumstances.

Establishes tiered sentencing framework: up to 20 years imprisonment or $100,000 fine for firearms or theft exceeding $35,000; up to 10 years or $20,000 fine for theft exceeding $5,000 or trade secrets; up to 5 years or $10,000 fine for theft of $1,000-$5,000 or controlled substances in certain schedules.

Creates enhanced penalties for repeat theft offenders, with increased sentences when defendants have prior convictions for theft or related crimes within specified timeframes.

Allows prosecution for multiple theft offenses committed in different counties in any single county where one offense occurred, provided offenses are committed within a six-month aggregation period.

Becomes effective August 1, 2018, and applies to violations committed on or after that date.
