Establishes biodiesel minimum content requirements for diesel fuel sold in Minnesota: 2% by September 29, 2005; 5% by May 1, 2009; 10% by May 1, 2012; and 20% by May 1, 2018.

Limits the 10% and 20% biodiesel requirements to April through September only, with minimum content reduced to 5% for the remainder of the year, unless commissioners determine adequate technical standards exist for year-round higher blends.

Requires commissioners of agriculture, commerce, and pollution control to verify four conditions before implementing higher biodiesel content levels: technical standards exist, sufficient biodiesel supply is available, blending infrastructure is in place, and at least 5% of biodiesel comes from nontraditional feedstocks like algae or waste oils.

Allows April 1-14 diesel fuel to contain as low as 10% biodiesel (instead of the higher seasonal requirement) when seasonal reductions are in effect.

Extends the Number 1 diesel fuel exemption from biodiesel content requirements indefinitely by removing the May 1, 2020 expiration date.
