Appropriates $20,000,000 from bond proceeds to the Commissioner of Natural Resources for accessibility improvements at Fort Snelling, Minneopa, Nerstrand Big Woods, and William O'Brien state parks.

Accessibility improvements include day use facilities, campground facilities, trails, parking areas, interpretive buildings and exhibits, and other public use areas.

Authorizes the Commissioner of Management and Budget to sell and issue state bonds up to $20,000,000 to fund the appropriation.

Bond sale and issuance governed by Minnesota Statutes sections 16A.631 to 16A.675 and Minnesota Constitution article XI, sections 4 to 7.

Effective the day following final enactment.
