Appropriates $465,000 in fiscal year 2019 from the general fund to the commissioner of human services for a pilot project administered by Blue Earth County.

Pilot project targets at-risk youth ages 11 to 18 in Blue Earth County and Nicollet County in partnership with Mankato area public schools, providing mental health support through functional family therapy.

Implements functional family therapy at homes, juvenile correctional facilities, and public schools, and funds addition of three full-time equivalent licensed mental health professionals as Blue Earth County staff members.

Requires entities and providers to obtain all available third-party reimbursement from any source except public schools.

Mandates continuous evaluation of pilot project results by reviewing students' academic records, behavioral referrals, and juvenile justice reports during participation and up to one year after completion of functional family therapy.
