Amends Minnesota Rules chapter 4410 to expand exemptions from environmental assessment worksheet (EAW) requirements for recreational trails.

Modifies trail construction standards: EAW required only if combined ratio of new construction divided by 25 miles plus existing trail designated for new motorized use divided by 25 miles equals or exceeds one.

Creates new exemption for adding motorized or seasonal motorized uses to existing motorized trails when treadway width is not expanded.

Creates new exemption for designating existing, legally constructed routes for motorized recreational use without requiring mandatory EAW.

Authorizes Environmental Quality Board to use expedited good cause exemption rulemaking procedure under Minnesota Statutes section 14.388.
