Limits the state chief information officer's duties solely to providing centralized IT support services, developing IT policies and standards, and assisting with strategic planning for state IT systems.

Requires all state information and telecommunications technology projects to be developed, designed, and built through vendor contracts selected under Minnesota Statutes chapter 16C, unless money is expressly appropriated for a specific project.

Mandates the state chief information officer draft legislation in consultation with the revisor of statutes to clarify and reorganize Minnesota Statutes chapter 16E and related laws governing state IT services and the Office of MN.IT Services.

Requires submission of draft legislation to chairs and ranking minority members of house and senate committees with jurisdiction over state government finance no later than January 15, 2019.

Takes effect the day following final enactment, with vendor contract requirements applying to IT projects newly approved for development on or after the effective date.
