Raises the minimum age for individuals residing in licensed family child care homes or legal nonlicensed child care programs to be subject to background study requirements from 13 years old to 18 years old, with exceptions for those meeting the definition of "child care staff person"

Exempts individuals age 17 and younger (who are not child care staff persons) from fingerprint and photograph submission requirements unless the commissioner has reasonable cause to require a national criminal history record check

Requires all background study subjects to provide fingerprints and photographs upon implementation of NETStudy 2.0, with limited exceptions for minors in family child care homes or legal nonlicensed programs who are not child care staff persons

Extends permanent disqualification provisions to child care staff persons and individuals age 13 or older residing in licensed family child care homes or legal nonlicensed child care programs who are convicted of crimes under federal employment eligibility standards

All provisions become effective upon implementation of enhanced child care background studies under NETStudy 2.0
