• Establishes a 17-member working group to review the current structure of the Minnesota Department of Human Services and propose restructuring recommendations for better coordination, accountability, and continuity.

• Working group membership includes 2 House members, 2 Senate members, legislative auditor, commissioner of administration, representatives from county and tribal social services, service recipients and providers, cultural and ethnic communities, and labor organization employees.

• Appointing authorities must complete appointments by July 1, 2018, with the first meeting convened by August 1, 2018, chaired by the legislative auditor or designee.

• Working group must evaluate how other states structure human services, potential duty transfers, effects on clients and counties, administrative efficiencies, budget priorities, program funding sources, service duplication, staffing issues, and direct service provision.

• Working group must submit a report with findings, recommendations, and draft legislation to legislative committees with jurisdiction over human services policy and finance, including discussion of costs and benefits of proposed restructuring.
