Establishes a voluntary certification program for commercial salt and deicer applicators administered by the Pollution Control Agency Commissioner, requiring completion of training in best management practices to become certified as a "water-friendly applicator"

Requires the Commissioner to provide training and testing modules at statewide locations and online, and to post best management practices and a list of certified applicators on the agency website

Provides civil liability immunity to certified commercial applicators, property owners/occupants/lessees, and their certified employees for snow and ice conditions resulting from implementation of best management practices, except when caused by willful or reckless acts

Requires certified applicators seeking liability immunity to maintain current certification, pass an exam, complete winter maintenance assessment tools, and keep written records for a minimum of six years documenting deicing materials used, application rates, treatment dates, and weather conditions

Authorizes the Commissioner to revoke or decline to renew certification of applicators who violate the law or adopted rules
