Urges Congress to suspend all U.S. security assistance to Honduras, including equipment and training for police and military, until the Honduran government demonstrates compliance with five conditions.

Conditions for lifting suspension include prosecuting those responsible for the murders of Berta Caceres (March 2, 2016), over 100 small-farmer activists in Aguan Valley, Joel Palacios Lino and Elvis Armando Garcia (December 27, 2015), and the attack on journalist Felix Molina (May 3, 2016).

Requires Honduras to investigate and prosecute military and police members credibly found to have violated human rights and ensure such violations cease.

Mandates withdrawal of the military from domestic policing in accordance with the Honduran Constitution and establishment of effective rule of law with a functional judicial system capable of prosecuting human rights abuses.

Directs Minnesota's Secretary of State to transmit copies of the memorial to the U.S. President, Congress leadership, and Minnesota's congressional delegation.
