Increases school district transportation sparsity revenue by 18.2 percent of the difference between the district's total transportation costs and a baseline calculation including basic revenue and existing sparsity revenue.

Modifies the pupil transportation adjustment calculation to compare actual transportation costs (or 105 percent of costs from two years prior, whichever is lesser) against the sum of 4.66 percent of basic revenue, existing transportation sparsity revenue, and charter school transportation adjustments.

Extends the same per-pupil adjustment calculation to charter schools based on their school district's adjustment.

Appropriates an unspecified amount from the general fund in fiscal year 2019 to the commissioner of education for additional general education aid.

Takes effect for revenue in fiscal year 2019 and later.
