Allows teacher candidates to obtain a Tier 3 license without passing basic skills exams if hired by a school district or charter school and completing a four-year probationary period, after which the exam requirement is waived.

Requires Tier 3 license candidates to have a bachelor's degree for non-career/technical education courses, or an associate's degree, professional certification, or five years of relevant work experience for career and technical education courses.

Extends the basic skills exam waiver provision to Tier 4 license candidates who meet other requirements and have three years of Minnesota teaching experience.

Clarifies that Tier 1, Tier 2, and Tier 3 licenses can be obtained without passing reading, writing, and mathematics skills exams, though Tier 4 licenses still require passing these exams.

Requires test scores for candidates seeking Tier 3 or higher licenses to be mailed to all school districts to which candidates apply.
