Prohibits counties, statutory cities, home rule charter cities, and towns from adopting or enforcing ordinances that regulate, prohibit, restrict, or impose fees on auxiliary containers.

Defines "auxiliary containers" as bags, cups, bottles, or packaging made of cloth, paper, plastic, cardboard, aluminum, glass, or similar materials designed for consuming, transporting, or protecting merchandise, food, or beverages at food service or retail facilities.

Exempts auxiliary containers sold, leased, or provided at facilities owned or operated by cities or towns from the prohibition.

Makes the law effective the day following final enactment and voids any previously adopted ordinances that violate the prohibition.
