Establishes the Minnesota honor guard account in the special revenue fund, funded by gifts, grants, gambling revenue, and legislative appropriations

Appropriates account funds to the commissioner of veterans affairs to provide honor guards upon request, in coordination with the adjutant general, as supplemental funding that cannot replace existing state funding

Directs one-half of one percent of gambling tax revenue deposited in the general fund to be transferred to the Minnesota honor guard account

Authorizes the commissioner of veterans affairs to request, apply for, and accept monetary gifts or grants from any source for the account

Requires the commissioner to report annually by February 1 to legislative committees on the number of honor guards provided, burials served, denied requests, and certification status of veteran service organizations used
