Appropriates $3,500,000 from the general fund in fiscal year 2018 to the Metropolitan Council for the suburb-to-suburb transit demonstration project

Funds designated for financial assistance to replacement service providers under Minnesota Statutes section 473.388 for capital improvements including bus replacement

Requires replacement service providers to collectively identify and notify the Metropolitan Council of capital expenditures to be funded under this appropriation

Prohibits the Metropolitan Council from retaining any portion of the appropriated funds; Council must allocate funds as directed by replacement service providers

Becomes effective the day following final enactment
