Creates the Office of Enterprise Sustainability to assist state agencies with sustainability planning, implement improvements, manage a public sustainability dashboard, and share best practices

Requires cabinet-level agencies to participate in statewide sustainability goals with targets including 30% reduction in fleet fossil fuel consumption by 2027, 15% water use reduction by 2025, 25% sustainable procurement by 2025, 30% greenhouse gas emissions reduction by 2025, 30% energy consumption reduction by 2027, and 75% solid waste recycling/composting rate by 2030

Allows sustainability goals to be revised jointly by commissioners of administration, natural resources, Pollution Control Agency, and commerce with notification to legislature

Makes technical changes to Department of Administration contracting procedures and small business certification requirements

Establishes State Historic Preservation Office at Department of Administration and updates references to historic preservation responsibilities throughout statute
