Commissioner of Transportation must study how to ensure safe and quality transportation for unaccompanied minors accessing mental health services, including day treatment and related care.

Commissioner must collaborate with Department of Education, Department of Human Services, and other state agencies to identify safety measures, driver interaction standards, Medicaid funding opportunities, and managed care organization involvement.

Report must include the number of unaccompanied minors receiving transportation for mental health services, a description of the target population and their vulnerabilities, financial implications assessment, benefits of meeting mental health needs, and safety liability concerns.

Report must be submitted to transportation, education, and human services committee chairs and ranking minority members in both chambers by January 15, 2019.

Unspecified amount from general fund appropriated to Commissioner of Transportation for study purposes.
