Exempts the commissioner of human services from preparing the biennial homeless youth report in 2019 and requires an update to the 2007 legislative report on runaway and homeless youth instead.

Requires the updated report to address three key elements including unique causes of youth homelessness, targeted responses with emphasis on positive youth development, and recommendations to end youth homelessness.

Directs the commissioner to use existing data from multiple sources including Minnesota Housing Finance Agency, HUD coordinated entry systems, Wilder Research, and privately funded analysis including return on investment studies.

Requires the report to include accounting of federal and philanthropic funds leveraged for homeless youth activities, volunteer response increases, and geographic or population service gaps.

Mandates submission of the updated report to legislative committee chairs and ranking minority members by February 15, 2019, with consultation from community-based providers and expert stakeholders.
