Clarifies that volunteer drivers receiving funding from the public transit participation program (PTPP) are not considered "for hire" for automobile insurance purposes and cannot be grounds for policy cancellation or reduction in coverage limits

Defines "PTPP volunteer driver" as an individual who provides transportation services on behalf of an organization receiving state funding under section 174.24, owns or is authorized to use a vehicle, and receives only expense reimbursement (including mileage)

Exempts PTPP volunteer drivers from commercial vehicle classification and from no-fault auto insurance requirements that apply to for-hire transportation

Adds PTPP volunteer drivers to the list of transportation providers eligible under Minnesota health care program nonemergency medical transportation services, exempting them from certain operating standard requirements

Amends definitions in transportation network company insurance provisions to exclude PTPP volunteer drivers from being classified as transportation network company drivers
