Appropriates $6,000,000 from bond proceeds to the Commissioner of Employment and Economic Development for a grant to the City of St. Paul for job training facilities.

Funds construction and equipment of a bus driver and mechanics training facility on Acker Street in St. Paul with programming primarily in Southeast Asian languages.

Funds a second training facility on Plato Avenue in St. Paul for health care, manufacturing, and information technology jobs, also with Southeast Asian language programming, to be used during Acker Street facility renovation.

Authorizes the Commissioner of Management and Budget to sell and issue state bonds up to $6,000,000 to provide funding from the bond proceeds fund.

Allows the City of St. Paul to enter into lease or management agreements with nonprofit corporations for either or both facilities.
