Commissioner must detail how costs fit within each affected department's overall budget and specify which appropriations or funds will be used for each itemized cost

Commissioner must disclose any transfers between agencies or appropriation items to pay costs under the agreement and provide specific information on contractor costs including payment methods and funding sources

Commissioner must submit detailed contingency plans if projected revenue is insufficient to cover agreement costs, including how shortfalls will be met and from which appropriations funds will come
