Modifies the definition of "public utility" in Minnesota Statutes section 216B.02, subdivision 4, to add an exemption for entities furnishing electricity or heat from wind or solar equipment located on consumer property when the equipment is owned or operated by an entity other than the consumer.

Maintains existing exemptions for municipalities, cooperative electric associations, retail sellers of compressed natural gas for vehicles, and retail sellers of electricity for electric vehicle charging.

Preserves the exemption for public utilities serving 650 or fewer natural gas customers within a city under a municipal franchise agreement.

Clarifies that persons furnishing services only to building tenants, condominium owners, manufactured home park occupants, or fewer than 25 persons are not classified as public utilities.
