Amends Minnesota Statutes to clarify that the birth defects information system applies to birth defects developing during pregnancy that result in live births or fetal deaths reportable under section 144.222.

Requires the commissioner of health to inform parents or legal guardians at initial data collection that they may request removal of personal identifying information about their child from the birth defects information system at any time using a written form.

Requires the commissioner to advise parents or legal guardians of the benefits and privacy implications of retaining birth defects records.

Allows parents or legal guardians to elect to have birth defects information collected once within one year of birth or fetal death, with all personally identifying information destroyed immediately upon receipt by the commissioner.

Requires notification that opting out of the system will prevent the commissioner from informing parents or legal guardians of information related to prevention, treatment, or cause of a particular birth defect.
