Creates civil liability for persons arrested or convicted of trespassing on critical infrastructure to pay damages to personal or real property caused while trespassing.

Establishes vicarious liability for persons or entities that recruit, train, aid, advise, hire, counsel, or conspire with another person to trespass on critical infrastructure for any damages caused by the trespasser.

Creates felony criminal offense for intentionally recruiting, training, aiding, advising, hiring, counseling, or conspiring with another to damage critical infrastructure with intent to disrupt operations, punishable by up to 10 years imprisonment or $20,000 fine if violation is committed and person fails to make reasonable effort to prevent it.

Creates gross misdemeanor offense for intentionally recruiting, training, aiding, advising, hiring, counseling, or conspiring with another to trespass on critical infrastructure property if violation is committed and person fails to make reasonable effort to prevent it.

Exempts labor organizations from liability provisions if they annually inform employees that trespassing and damaging property is not sanctioned or allowable activity related to a strike.

Effective date of August 1, 2018, for all provisions.
