Amends Minnesota Statutes section 626.556, subdivision 2 to modify the definition of "sexual abuse" in child protection law.

Expands the definition of sexual abuse to explicitly include section 609.352 (solicitation of children to engage in sexual conduct; communication of sexually explicit materials to children) as a violation that constitutes sexual abuse.

Adds language clarifying that sexual abuse includes threatened sexual abuse based on a parent or household member's status as a registered sex offender under section 243.166.

Maintains existing provisions regarding child sex trafficking, prostitution offenses, and other criminal sexual conduct violations as forms of sexual abuse.

Requires investigations (rather than family assessments) for reports involving sexual abuse, consistent with existing protocol for substantiated maltreatment in licensed facilities and schools.
