Commissioner must provide timely testing for per- and poly-fluorinated chemicals (PFCs) in private wells upon request of landowners in the east metropolitan area using money from the remediation fund under section 116.155.

"East metropolitan area" includes the cities of Afton, Cottage Grove, Lake Elmo, Newport, Oakdale, St. Paul Park, and Woodbury; the townships of Denmark, Grey Cloud Island, and Lakeland; and other areas added by the commissioner with potential for significant groundwater pollution from PFCs.

If a private well tests at or above 50 percent of a health-based advisory value or health risk limit for PFCs, the commissioner must schedule additional well tests to ensure groundwater safety for consumption.

Commissioner must report annually by January 15 to each community in the east metropolitan area summarizing testing results, number of wells tested, and PFC contamination trends.

Commissioner must report annually by January 15 to the legislature on all testing conducted, including community reports, number of testing requests per community, and total spending on private well testing in each community.
