Prohibits the attorney general from contracting for legal services on a contingent fee basis.

Requires the attorney general to submit any legal services contract exceeding or reasonably expected to exceed $1,000,000 to the Legislative Advisory Commission and wait at least 20 days for possible recommendation before entering the contract.

Repeals Minnesota Statutes 2016, section 8.10, which previously authorized attorneys hired by the state to receive 25 percent of sums collected as contingent compensation.
