• Commissioner of Human Services must apply for a federal Section 1115 waiver by October 1, 2018 to implement work and community engagement requirements for certain Medical Assistance enrollees.

• Work requirements apply to parents/caretakers, adults without children, and children ages 19-20, with exemptions for pregnant individuals, those under 18 or over 60, full-time students, primary caregivers, disabled persons, and those receiving substance abuse treatment.

• Qualified individuals must engage in at least 80 hours per month of employment, job training, community service, or workfare to maintain Medical Assistance eligibility, with a 3-month grace period after enrollment.

• Commissioner must provide support services including job training, child care assistance, and transportation, conduct disability assessments, and establish a good cause exemption process.

• Medical Assistance benefits are suspended for non-compliance but reinstated the first day of the month following a month in which the individual satisfies the work requirement.
