Prohibits exclusive representatives from requiring employees to contribute to candidates, political parties, political committees, political funds, or political action committees as a condition of membership or participation.

Requires exclusive representatives making political expenditures to use only a separate political fund apart from dues accounts, with all contributions to the political fund made voluntarily and specifically designated for that purpose.

Prohibits exclusive representatives from transferring money paid as dues to their political funds.

Prohibits public employers from deducting or allowing deduction of union dues, fair share fees, or other amounts designated for political purposes from wages of covered public employees (those under legislature-submitted collective bargaining agreements or in exclusive representatives with 10,000+ members).

Applies restrictions to dues checkoff requests and fair share fee deductions, requiring compliance with new payroll deduction requirements in Minnesota Statutes section 181.06, subdivision 3.
