Requires the commissioner of public safety and state chief information officer to submit a proposed progress timeline for MNLARS (Minnesota Licensing and Registration System) development to the Legislative Advisory Commission by May 15, 2018, with commission approval required by June 1, 2018.

Establishes quarterly system benchmarks that must be met by July 1, October 1, January 1, and April 1 in fiscal year 2019, with the commission having 20 days to review funding allotment proposals before each benchmark date.

Prohibits the commissioner of management and budget from allotting quarterly funds to the Department of Public Safety if any commission member makes a negative recommendation or requests further review based on failure to meet benchmarks.

Allows the commissioner to submit proposed legislation to the House Ways and Means Committee and Senate Finance Committee by February 1, 2019, if a funding allotment receives a negative recommendation or request for further review.

Appropriates $7,300,000 in fiscal year 2018 from the special revenue fund ($2,000,000 from vehicle services and $5,300,000 from driver services operating accounts) for MNLARS development and improvement.
