Permits licensed plumbers to repair submersible pumps and water pipes in well water systems without a well contractor's license if located more than 50 miles from any licensed well contractor and complying with plumbing code requirements.

Allows environmental well work by professional engineers, hydrologists, hydrogeologists, professional geoscientists, geologists, or persons meeting commissioner-established qualifications upon obtaining environmental well contractor licensing.

Maintains separate limited well/boring contractor's licenses for four specific activities: installing and modifying well components, sealing wells, constructing dewatering wells, and constructing geothermal heat exchangers.

Exempts individuals constructing water-supply wells on their own land for farming, agricultural, or residential purposes from licensure requirements.
