Appropriates $9,000,000 in fiscal year 2018 from the driver services operating account to the commissioner of management and budget for grants to deputy registrars under Minnesota Statutes section 168.33, available through fiscal year 2019.

Allocates 50 percent of funds proportionally based on filing fee transactions retained by each deputy registrar from August 1, 2017, through January 31, 2018.

Allocates remaining 50 percent (or 100 percent if insufficient data exists) proportionally based on filing fee transactions retained from July 1, 2014, through June 30, 2017.

Excludes from calculations transactions by closed deputy registrars and state-operated registrar offices, which are ineligible to receive funds.

Requires the commissioner of management and budget to process reimbursements within 30 days of enactment using existing resources, effective the day following final enactment.
