Amends Minnesota Statutes to recodify and reorganize the Minnesota GI Bill program administered by the commissioner.

Creates new subdivision 5b for "Additional professional or educational benefits" with the same eligibility criteria and benefit amounts as subdivision 5 ($3,000 per fiscal year, $10,000 lifetime maximum).

Allows eligible veterans to use benefits for licensing/certification tests, college admission tests, national tests for course credit, test preparation courses, and associated fees.

Establishes aggregate benefit limits of $10,000 lifetime when veterans receive benefits under multiple subdivisions (5, 5a, and 5b combined).

Updates appropriation language to allocate funds from the general fund for subdivisions 5, 5a, and 5b, with an annual cap of $6,000,000.
