Establishes a grant program under the Department of Commerce to award grants to school districts for the design, purchase, and installation of solar energy systems on school buildings.

Limits eligible applicants to school districts that obtain electric service from the public utility owning a nuclear electric generating facility in Minnesota.

Grants may cover up to 95 percent of system costs but must fund solar systems with capacity not exceeding 300 kilowatts and matching the building's electric load.

School districts receiving rebates or other financial incentives under section 116C.7792 or from utilities are ineligible for these grants for the same solar system.

Appropriates $16,000,000 in fiscal year 2019 from the renewable development account, available until June 30, 2021, with grants awarded on a first-come, first-served basis while endeavoring for geographical distribution across the utility's service territory.
