Increase advance notice requirement for hospital closures, service curtailment, or service relocation from 90 days to nine months before the scheduled action.

Require the Commissioner of Health to conduct a public hearing in the affected community at least six months before any closure, curtailment, or relocation, including explanations of reasons, access continuity plans, public testimony, and facility responses to questions.

Establish a right of first refusal requiring hospital controlling persons to make a good faith offer to sell or convey the hospital or campus to the local home rule charter city, county, town, or hospital district before selling to other parties or ceasing operations.

Set the sale or conveyance offer price at no more than the current fair market value, with receiving parties having 60 days to accept or decline (deemed declined if no response within 60 days).

Impose penalties for failure to notify the commissioner or participate in public hearings through issuance of correction orders under Minnesota Statutes section 144.653, subdivision 5.
