Appropriates $16,380,000 from bond proceeds to the Board of Water and Soil Resources for acquiring land or permanent easements to restore, create, enhance, and preserve wetlands.

Funded wetland replacement applies to wetlands drained or filled due to repair, reconstruction, replacement, or rehabilitation of existing public roads under Minnesota Statutes section 103G.222.

Board of Water and Soil Resources may enter into agreements with federal government, state agencies, political subdivisions, nonprofits, and private entities to acquire wetland replacement credits per Minnesota Rules chapter 8420.

Authorizes the Commissioner of Management and Budget to sell and issue state bonds up to $16,380,000 to provide the appropriated funds, subject to Minnesota Statutes sections 16A.631 to 16A.675 and Minnesota Constitution article XI sections 4 to 7.

Effective the day following final enactment.
