Provides homeless applicants 60 hours of child care assistance per service period for three months, with additional hours authorized based on employment, education, or MFIP/DWP participation.

Modifies transition year families definition to require only one of the last six months of MFIP or DWP assistance instead of three months before losing eligibility.

Updates child care provider maximum reimbursement rates to use the 25th percentile of the most recent rate survey, with first update based on 2018 survey effective February 22, 2019, and subsequent updates every two years thereafter.
