Modifies discharge standards for patients committed as mentally ill and dangerous by clarifying that discharge requires the patient to be no longer dangerous to "self or others" rather than capable of making an acceptable adjustment to open society.

Changes discharge language to specify patients must be no longer in need of "inpatient treatment and or supervision as a person who is mentally ill" instead of just general inpatient treatment.

Applies identical discharge modifications to persons committed as sexually dangerous or with sexual psychopathic personality, requiring they be no longer in need of supervision "for a condition that impairs the committed person's ability to control sexual behavior."

Requires the special review board and commissioner (for mentally ill and dangerous) or judicial appeal panel (for sexually dangerous persons) to consider whether specific conditions exist to protect the public and assist in community adjustment before recommending discharge.

Effective the day following final enactment for all persons currently committed under these categories and any pending custody reduction petitions, unless a discharge order has already been issued.
