Eliminates political party designations from income tax and property tax refund return forms, consolidating separate party accounts into a single general state elections campaign account.

Appropriates $1,020,000 from the general fund for each general election to the state elections campaign account.

Removes the requirement that candidates file an affidavit of contributions (section 10A.323) to be eligible for public subsidies.

Removes the opposition requirement for candidates to receive public subsidies, allowing candidates who are unopposed in both primary and general elections to qualify for funding.

Repeals provisions establishing separate political party accounts and related distribution formulas for party designations on tax forms.
