Establishes a grant program administered by the Minnesota Commissioner of Health to support organizations and collaboratives in implementing electronic prescribing for controlled substances as defined in section 152.02, subdivisions 3-6.

Grant applicants must submit applications to the commissioner, who will evaluate them based on addressing unmet needs of prescribers and dispensers, serving rural and underserved areas, and other relevant factors, with preference given to rural and underserved area applicants.

Commissioner shall collect progress and expenditure reports from grant recipients and provide annual updates to the legislature on grant program effectiveness and e-prescribing implementation and use.

Directs the Commissioner of Health to provide statewide technical assistance and educational resources to prescribers and dispensers on e-prescribing implementation, including full implementation of e-prescribing transactions in NCPDP standards, electronic prior authorization, and formulary and benefits issues.

Requires the commissioner to provide annual legislative updates on technical assistance and education activities as part of existing annual reports required by section 62J.495, subdivision 2.
