Redefines "boring" to explicitly include temporary borings and expands "temporary boring" definition to cover excavations 15 feet or more in depth sealed within 72 hours used for groundwater testing, monitoring, or geologic sampling.

Exempts temporary environmental well borings from notification and filing fee requirements prior to construction, though borings less than 25 feet in depth are fully exempt from all notification and fee requirements.

Allows licensed professionals (engineers, hydrologists, hydrogeologists, geoscientists, and certified specialists) to construct, repair, and seal environmental wells or temporary borings without a well contractor's license.

Extends the deadline for submitting well or boring completion reports from 30 days to 90 days after work completion and requires the commissioner to share reports with natural resources, soil and water conservation districts, and the Minnesota Geological Survey within 30 days of receipt.

Appropriates $3,000 in fiscal year 2019 from the state government special revenue fund to the commissioner of health for costs associated with amending administrative rules regarding well and boring record submission timelines.
