Requires all state contracts for goods or services to include vendor certification that they are not engaged in business with countries designated as state sponsors of terrorism by the State Department or groups designated as foreign terrorist organizations by the U.S. Secretary of State.

Applies to all state agencies, Minnesota State Colleges and Universities, and contracts entered into by entities in the legislative branch.

Directs the commissioners of the Department of Administration and Minnesota Management and Budget to exercise due diligence in vendor selection to prevent contracting with designated state sponsors of terrorism, foreign terrorist organizations, or vendors doing business with them.

Requires the commissioners to implement measures and take necessary steps to confirm vendors have satisfied the certification requirements.
