Increases the threshold for contracts requiring sealed bids from $100,000 to $175,000 under Minnesota Statutes section 471.345, subdivision 3.

Raises the upper limit for contracts that may be made by sealed bids or direct negotiation from $100,000 to $175,000 under subdivision 4, while maintaining the $25,000 lower threshold.

Requires municipalities to obtain two or more quotations for contracts between $25,000 and $175,000 when possible, without mandatory competitive bidding.

Applies to all contracts entered into on or after August 1, 2018.
