• Enacts the Nurse Licensure Compact allowing registered nurses (RNs) and licensed practical/vocational nurses (LPN/VNs) to practice in multiple party states under a single multistate license issued by their home state.

• Establishes the Interstate Commission of Nurse Licensure Compact Administrators to oversee implementation, coordinate licensure information sharing among states, and promulgate uniform rules binding all party states.

• Requires criminal background checks via FBI and state records for nurse licensure applicants and sets qualifications including NCLEX exam passage, English proficiency for foreign-educated nurses, and disqualifications for certain felonies and nursing-related misdemeanors.

• Creates a coordinated licensure information system administered by a nonprofit organization to collect and share data on nurse licensure, disciplinary actions, and investigations among party states while protecting confidential information.

• Appropriates funds to Minnesota's Board of Nursing for implementation effective upon the coordinated licensure information system's activation, but no earlier than July 1, 2019.
