Amends Minnesota Statutes 2016, section 136A.121, subdivision 5, to modify the assigned student responsibility percentages for state grant stipends.

Reduces assigned student responsibility from a minimum of 50 percent to a tiered schedule: 47 percent in fiscal year 2019, 44 percent in fiscal years 2020-2021, 41 percent in fiscal years 2022-2023, and 38 percent thereafter.

Maintains the minimum financial stipend at $100 per academic year and preserves the requirement that grants not exceed a student's recognized cost of attendance minus student and family responsibilities and federal Pell grant awards.

Effective July 1, 2018.
