Expands the definition of "environmental well" to explicitly include excavations used for measuring groundwater levels (piezometers), determining groundwater flow direction or velocity, measuring earth properties, obtaining geologic material samples, and removing or remediating pollution through vents or sparge points.

Clarifies that environmental wells do not include exploratory borings.

Requires explorers to submit a notification form and $275 fee to the commissioner of health at least 10 days before beginning exploratory boring.

Requires explorers to submit a county road map or 7.5 minute series topographic map showing the location of each proposed exploratory boring to the nearest estimated 40 acre parcel to both the commissioners of health and natural resources at least 10 days before beginning boring.

Establishes that exploratory borings proposed on a submitted map must begin within 180 days of map submission, or a new map must be submitted.
