Establishes exception to hospital moratorium allowing approval of up to 100 new psychiatric beds per year for mental illness or substance use disorder treatment through expedited commissioner review process.

Approved projects must involve adding beds to existing hospitals with emergency services, demonstrate community collaboration and mental health provider support, and show bed need through emergency service and mobile crisis team data.

Allows license transfers for mental health centers, residential programs, and substance use disorder treatment programs to Minnesota nonprofit corporations holding similar licenses.

Appropriates $500,000 in fiscal year 2019 for transition grants to support discharge from Anoka Metro Regional Treatment Center and Minnesota Security Hospital for eligible individuals.

Authorizes grants for community-based competency restoration services and pilot projects for hybrid intensive residential treatment services serving individuals with criminal justice involvement.
