Changes the process for nominating University of Minnesota Board of Regents by requiring the joint legislative committee to recommend two candidates for each vacancy instead of one.

Requires candidates to receive support from at least three House members and two Senate members of the joint committee to be nominated for consideration.

Mandates the joint committee seek diverse candidate pools and, when possible, recommend candidates of different genders for each vacancy.

Eliminates the Regent Candidate Advisory Council (section 137.0245) and transfers its nomination and recruitment duties to the joint legislative committee.

Requires the Legislative Coordinating Commission to provide administrative and support services to assist the joint committee in identifying, recruiting, and screening qualified candidates.
